In this sense, it is worth mentioning that said inventory is the first achievement of the joint and participatory work that forms the basis of the Action plan against Climate Change, and is part of its diagnosis. The objective of the inventory is to determine the magnitude of emissions from source categories and removals by carbon sinks of GHG that are a direct consequence of the human-caused activity of a specific area. That is why, its estimation provides for the developing of mitigation measures that will either reduce emissions from sources or improve GHG sinks, and thus, making the climate change effects less harmful. Moreover, the inventory permits to efficiently distribute the available resources and to achieve the best results.
In this context, and taking into account that we are currently experiencing changes in the climate patterns, it is necessary to take the adaptation measures related to the adjustments made by ecological, social or economic systems to actual or possible stimuli and their consequences or impact. Both strategies, adaptation and mitigation, allow the Action Plan against Climate Change to improve the life quality of all citizens.
